IMPLEMENTATION STATUS
OF THE
INTERNATIONAL ASSOCIATION FOR THE PLANT PROTECTION SCIENCES (IAPPS)
January 14, 2002
IAPPS was founded on 28 July 1999 during the 14th International Plant Protection Congress in Jerusalem, Israel. Its first income was generated at that Congress by the recruitment of approximately 40 members. IAPPS has 10 objectives as set forth in its Statutes (Article #4, IAPPS Website). The implementation status of IAPPS, in support of these objectives, is summarized below.
- IAPPS was established as a non-profit corporation in the State of North Carolina, USA. And it has been approved by the United States Internal Revenue Service (under an advance ruling) as a tax-exempt, publicly supported organization described in Section 501(c)(3).
- The IAPPS Governing Board has been established comprising 16 voting members and one Ex Officio non-voting member. They are:

- A contract has been signed with Elsevier Science B. V. (of Amsterdam, The Netherlands) under which the journal Crop Protection is designated as the Official Journal of IAPPS. Access to the electronic edition Crop Protection is included with a basic individual membership in IAPPS, and a subscription to the print edition of the journal is available to individual IAPPS members at a highly discounted rate.
- The Regional Coordinators are in process of identifying associations/societies in their regions that should be invited to affiliate memberships.
- The IAPPS Website has been established () and will become an important communications mechanism for plant protection through content and links. A bulletin board and discussion groups have been established for the exchange of information and ideas among members. Affiliate and associate members will be listed (and websites cross linked) along with their representative to the Affiliate Member Advisory Council.
- Country Representatives in each country within in each region are being recruited by Regional Coordinators and the Secretary General. These individuals will comprise the Regional Councils which will be advisory to the Regional Coordinators in developing regional programs.
- A Global Pest Surveillance System (GPSS) is being organized utilizing as volunteers the Country Representatives who will report unusual plant pest occurrences ('invasive species' events, unusually intense pest events, etc.) to the Regional Coordinators and to the Secretary General on a timely basis. These reports will be posted in the IAPPS Website as appropriate and included in IAPPS Annual Reports. These observational reports of pest occurrences will be unique and of great assistance to the global plant protection and plant quarantine community.
- Recruitment of members under the four IAPPS membership classes (individual, affiliate, associate, and corporate) will be intensified through advertising. The recruitment of international individual members had been limited by currency transfer problems; however, that constraint has now been reduced by contracting for a credit card service. This service permits individuals to apply and pay for an individual membership through the IAPPS Website. Memberships by category are now: Individual--146 (of which 37 receive the print edition of Crop Protection); Affiliate--14; and Associate--13.
- The first "IAPPS White Paper" has been commissioned to Drs. Oerke and Dehne at the University of Bonn (senior authors of Oerke, et al., 1994, Elsevier). This paper addresses the critical need for increased emphasis on global plant protection as a priority option to provide the food/fiber needs for a rapidly growing world population. It will be published in Crop Protection at an early date, and reprints will be distributed widely by IAPPS.
- The IAPPS Newsletter is published in each issue of the print edition of CROP PROTECTION (up to 4 pages of text) and also posted in the IAPPS Website with cross-links to the Elsevier Science Home Page.
- A contract has been signed with an individual to provide membership management services for IAPPS. The Membership Management Contractor maintains records and serves as the main contact in providing membership services for IAPPS members in close liaison with the Secretary General.
- IAPPS is the administrative umbrella organization for the International Plant Protection Congresses (IPPC). The next (15th) IPPC is scheduled for Beijing, China during the period 6-11 July 2003. The Congress Organizing Committee will distribute soon the Second Circular describing the Congress Program. The 15th IPPC is expected to attract 3,000 participants representing all the plant protection disciplines. Current social and scientific issues as well as the latest research innovations and application technologies will be treated in depth at the Congress. INTERNATIONAL COURSE ON BIOLOGICAL CONTROL OF PLANT PATHOGENS IN APRIL 2002
The International Foundation for Sciences (IFS), in collaboration with the Hassan II Institute of Agronomy and Veterinary Medicine, is organising an International course on Biological control of Plant Pathogens to be held in Morocco. The conferences will be given by specialists in biological control from the University of Uppsala (Sweden) and the Hassan II Institute of Agronomy and Veterinary medicine (Rabat, Morocco).The participants will be IFS grantees working in the field of biological control.

INTERNATIONAL SYMPOSIUM ON ORGANIC AGRICULTURE
AGADIR, MOROCCO, OCTOBER 7_10 2001
An international symposium on organic agriculture, held in Agadir, Morocco, was organised by the Hassan II Institute of Agronomy and Veterinary Medicine in collaboration with FAO and the Mediterranean Agronomic Institute of Bari (Italy). One of the topics covered was on "Pests, Weed and Diseases Management in Organic Agriculture".

The IAPPS Newsletter is published by the International Association for the Plant Protection Sciences and distributed in Crop Protection to members and other subscribers. Crop Protection, published by Elsevier, is the Official Journal of IAPPS.
IAAPS Mission: to provide a global forum for the purpose of identifying, evaluating, integrating, and promoting plant protection concepts, technologies, and policies that are economically, environmentally, and socially acceptable.
It seeks to provide a global umbrella for the plant protection sciences to facilitate and promote the application of the Integrated Pest Management (IPM) approach to a the world's crop and forest ecosystems.
