SPECIAL AWARD OF DISTINCTION BESTOWED UPON
DR. J. LAWRENCE APPLEDr. J. Lawrence Apple was conferred the Special Award of Distinction at the 15th IPPC for his 17 years as Secretary General of IAPPS and IPPC. At the meeting in Beijing, Dr. Lawrence Apple, the Secretary General, presided over several meetings of the IAPPS Governing Board and at the last board, he announced his retirement effective around August 1 of this year. Dr. Apple has been the Secretary General since the IPPC meeting, held in Rio in 1991.
At the 13th IPPC Congress held in The Hague in 1995, Dr. Apple proposed that we consider an umbrella organization to administer the IPPC Congresses along with other activities. This umbrella organization later became known as the International Association of Plant Protection Scientists (IAPPS). As the founder of IAPPS, Dr. Apple has worked diligently on steering this organization to represent scientists associated with Plant Protection throughout the world. In addition, he and other members of the board solicited sufficient funds to operate the organization. It is mainly through his efforts that IAPPS has become well known and has attracted several world-renowned scientists from all parts of the world to serve on the Governing Board.
Dr. Apple is a native of North Carolina and served in World War II. After serving, he attended North Carolina State University (NCSU) where he was awarded the B.S., M.S. and Ph.D. degrees. In 1963 he was appointed to the faculty in the College of Agriculture at his alma mater. Dr. Apple remained at NCSU until his retirement and continues to do volunteer work for the University.
Dr. Apple has a very distinguished career in international agriculture. He began working in international agricultural programs in 1963 when he and his wife moved to Peru where he administered NCSU resident science programs. He was one of the founders of Integrated Pest Management for Crops and soon became one of the world's authorities in this area. He has received many awards for his plant breeding-genetics research and IPM initiatives.

The 15th International Plant Protection Congress (IPPC) was convened at the Beijing International Convention Centre during May 11-15, 2004 with more than 2,000 registrants. Congress activities were first class from start to finish, and they were orchestrated with great precision and orderliness by the outstanding work of the Organizing Committee.
BEIJING, CHINA, MAY 11-14, 2004
The IAPPS Governing Board (GB) held four meetings during the 15th IPPC in Beijing, China. Most important among the agenda items addressed were:
- reconstitution of the IAPPS Governing Board Membership;
- Renewal of the contract with Elsevier for the Journal Crop Protection;
- Creation of a 9th Regional Network Center,
- Approval of five International Plant Protection Awards of Distinction; and
- Development of a New IAPPS Program Strategy.

Continuation of contract with Elsevier Science: The GB directed the Secretary General to proceed with negotiations with Elsevier Science for continuation of the contract beyond 2004 for the official journal of IAPPS - the Journal Crop Protection.
Establishment of a new regional network center: A new (9th) Regional Network Center was created by sub-dividing Region V (East/South-East Asia) into two sub-regions: Region V-A (Japan, Philippines, Indonesia, Vietnam, Malaysia, etc.), and Region V-B (China, Myanmar, Mongolia, North Korea, etc.).
Awards of Distinction
During the closing ceremony of 15th IPPC in Beijing, Awards of Distinction were conferred to:
Professor Izuru Yamamoto (Japan), for being an innovative scientist, excellent teacher and diplomat, and a dedicated and skillful leader in Developing World-Japan Collaborative Programs.
Professor Cheng Zhuo-min (China), for superior achievements in the application of genetic engineering technology for the development of transgenic, disease-resistant crops and in providing leadership for the plant protection sciences in China.
Professor Yaacov Katan (Israel), for outstanding contributions in the field of soil-borne pathogen biology and control, and pioneering research on soil solarization, adopted as a component of IPM programs in more than 60 countries.
Professor Heinz Schmutterer (Germany), for his impressive work in the areas of insect transmission of plant pathogenic viruses, and particularly for the utilization and commercialization of neem products.
Professor Dr. Vittorio Luigi Delucchi (Switzerland), for exceptional contributions through graduate education by directing 52 doctoral candidates, and through research on biological control and Integrated Pest Management systems.IPPC 2007
The XVI International Plant Protection Congress (IPPC) will be organized by BCPC in association with the BCPC International Congress - Crop Science & Technology 2007, and will be held in Glasgow, October 15-18, 2007.New IAPPS Program Strategy
Purpose: To gain the capacity to influence the dynamics and direction of global plant protection programs; viz., the intensification of research on IPM programs and the application of IPM technologies to a higher percentage of the world's crop production area. This should be achieved through the organization of regional workshops, seminars, conferences and meetings.
Target audiences: Policy and decision makers; heads of R&D organizations; scientists, consumers and their respective associations, nature conservation organizations, etc. Some sessions should be open to the public and the press should be invited.
Possible topics for the above workshops/seminars:
Implementation: The Regional Coordinators will be responsible for organizing and convening the regional workshops/seminars, which would aim to fill gaps and provide the needed information from farmers and consumers to policy makers. The topics will be selected depending upon the needs and what is already happening in the plant protection scene of the region. Workshop topic(s) and audience should be identified within the next 18 months, so that workshops can be held within the next 2 years, and be ready for some feedback at IPPC-2007. The regional coordinators will submit topic(s) and details re workshop, including a budget, to the GB for review. The Executive Committee will then give the go ahead and assist where needed in raising funds. For each workshop, press releases should be organized, both ahead of the workshop and at the end. The press should be invited throughout.
- Biosafety of new organisms, biocontrol agents and invasives
- Regulation (harmonization, trade issues)
- Sustainability and integration of natural and production ecosystems (bio-intensive IPM within plant health)
- Promote new ideas in plant protection
- Improve productivity of plant and scientific output
- Food quality management 'from farm to fork'
Other recommendations: Regional Coordinators are invited to check what other plant protection meetings are being held in their respective regions and investigate the option for adding on an IAPPS workshop to take advantage of the potential for a larger participating audience.
Reporting: The Secretary General will organize and convene a half-day symposium at IPPC-2007 to report and discuss the regional activities of IAPPS.Dr J. Lawrence Apple

The IAPPS Newsletter is published by the International Association for the Plant Protection Sciences and distributed in Crop Protection to members and other subscribers. Crop Protection, published by Elsevier, is the Official Journal of IAPPS. IAPPS Mission: to provide a global forum for the purpose of identifying, evaluating, integrating, and promoting plant protection concepts, technologies, and policies that are economically, environmentally, and socially acceptable.
It seeks to provide a global umbrella for the plant protection sciences to facilitate and promote the application of the Integrated Pest Management (IPM) approach to a the world's crop and forest ecosystems.
